The boat thieves are pretty dumb. They would have had a better chance if they had h eaded for shallow water. I suppose with a helicopter filming them, they really had no chance of escape, but ramming the police boats certainly didn’t help.

A couple shots from a deck gun into a hull would have sufficed.  The cost of a couple of shells would be way less than the damage to those police boats.

A smattering of rifle fire from a cop would have brought all that to a stop as well. A few short bursts of 5.56mm full auto would get their attention.
